>> PSOE government has adopted one of the most progressive immigration policies of all EU member states, and this has had a positive impact on its foreign policy. However, since the financial crisis, the integration of immigrants in Spain has rapidly decreased. Before, immigrants were seen to play a leading role in the country’s economic growth. In February 2007, Spain’s Council of Ministers approved the Strategic Plan on Citizenship and Integration 2007–2010, with a budget of over EUR 2000 million dedicated to managing migration flows and integration processes. Yet in September 2008, the same government proposed a Voluntary Return Plan.
